Program Manager
Biological Technologies Office
William Mounfield, Ph.D., joined DARPA as a program manager in the Biological Technologies Office (BTO) in August 2025.
His research interests include materials science and engineering, chemical engineering, nanoporous materials, catalysis, and metal-organic frameworks (MOFs) with applications to national security challenges.
Prior to joining DARPA as a program manager, Mounfield served as the senior lead science and technology advisor to the BTO Office Director, where he led strategy development and portfolio planning for emerging technologies impacting national security, including chemical and biological defense, flexible biomanufacturing, and novel material technologies. William also managed the team of scientific, engineering and technical advisors (SETAs) supporting BTO in his role as a senior lead scientist at Booz Allen Hamilton. He has provided technical support for all office programs and provided previous lead technical support for multiple programs, including Atmospheric Water Extraction (AWE) and Mechanically Interlocked Materials (MIMs), among others.
Prior to his DARPA service, William was a postdoctoral research associate at the Massachusetts Institute of Technology studying the synthesis of electro- and thermocatalysts for emerging energy applications. He also performed graduate work in nanoporous material synthesis for adsorption applications at Georgia Institute of Technology.
