Contracts Management Office

Our Contracts Management Office (CMO) has the authority to enter into and administer contracts, grants, cooperative agreements, and other transactions on behalf of DARPA. This includes:  

• Broad Agency Announcements (BAAs)  
• Small Business Innovation Research (SBIR) topics
• Small Business Technology Transfer Research (STTR) topics
• Research Announcements (RAs) for grants or cooperative agreements
• Requests for Proposals (RFPs)

Contract awards

Procurement contracts are governed by the Federal Acquisition Regulation (FAR) and the DOD supplement (DFARS). These awards include standard FAR and DFARS clauses and are subject to the FAR cost accounting standards.

Grants and cooperative agreements

Grants and cooperative agreements with non-profit and educational institutions are subject to DOD Research and Development General Terms and Conditions. These awards are governed by the cost principles and requirements in 2 C.F.R. 200 and any subsequent DOD regulation and DARPA specific terms and conditions.

Other Transactions

The “Other Transactions” award vehicle enables work with organizations that do not often do business with the government but whose research could have DOD applications. This vehicle may also be used with traditional defense contractors or universities.

Justifications and Approvals  

We post justifications and approvals for awards on the System for Award Management (sam.gov).

Unsolicited Proposals

Unsolicited proposals are subject to strict policies and procedures under FAR Subpart 15.6 – Unsolicited Proposals concerning submission, receipt, evaluation, and acceptance or rejection.  

We do not encourage submission of unsolicited proposals. If there is no suitable open solicitation, use the contact form to connect with CMO and determine whether your proposal is appropriate.
