Major Phillip “Donna” Smith USMCR joined DARPA in September of 2023 as a Program Manager in the Tactical Technology Office. Areas of expertise are in logistics solutions, long range kill chains and land warfare. He is particularly interested in how to fundamentally change the way that land warfare is fought through innovative solutions.
Maj Smith’s experience prior to DARPA was as an AV-8B Harrier pilot with a deployment on a Marine Expeditionary Unit with combat time.
A software program manager at Training and Education Command, and then the futures and forecasting lead for the USMC’s Rapid Capabilities Office followed by the Deputy Director of the Future Technologies Office at the Marine Corps Warfighting Lab’s Science and Technology division.
