Program Manager
Dr. Vincent Tang joined DARPA as a program manager in the Defense Sciences Office in 2013. His interests primarily involve the development of new technologies for countering weapons of mass destruction. His work at DARPA to date has involved the creation and operationalization of the SIGMA system for ubiquitous monitoring of nuclear and radiological threats, intense and compact neutron sources for portable radiography, and hybrid digital and analog computing architectures for scientific computing.

Dr. Young-Kai Chen joined DARPA as a Program Manager in the Microsystems Technology Office (MTO) in September 2017. His research interests include the exploration of innovative technology frontiers in the areas of semiconductor optoelectronic materials, devices, integrated circuits, and advanced system applications for smart sensors, secure broadband wireless, and photonic links.

Mr. John Waterston joined DARPA in 2017 as a program manager in the Strategic Technology Office (STO). Mr. Waterston’s interests are in maritime autonomy, undersea warfare, distributed sensing, and non-traditional communications.

Mr. Stephen Griggs joined STO as a program manager in August 2016. Prior to his arrival at DARPA, he was vice president and senior program manager for Puritan Research Corporation. This is his second tour as a DARPA program manager, having served from 2002 to 2007 as a program manager in STO. His interests lie in the areas of military imaging and surveillance technologies including electro-optics, LIDAR/RADAR, communications, networks, and sensors. He has designed, built and fielded military radars and both optical and RF communication systems. He is an expert in optical sniper systems and tactical ballistics.
