Many businesses and academic researchers wishing to pursue cutting-edge research ideas with government support lack the resources to navigate the burdensome paperwork requirements required to win federal grants or contracts. DARPA’s Biological Technologies Office (BTO) has created a simplified proposal process to attract and fund new ideas from just those types of innovators—those operating at the intersection of biology and technology who may never have worked with the Defense Department and may otherwise have remained too daunted to try.

Today’s critical Department of Defense (DOD) systems and platforms rely on advanced electronics to address national security objectives. To help tackle obstacles facing a half-century of electronics advancement, DARPA launched the Electronics Resurgence Initiative (ERI) – a five-year, upwards of $1.5 billion investment in the future of domestic electronic systems. In November, DARPA expanded ERI with the announcement of ERI Phase II, which seeks to further enmesh the technology needs and capabilities of the defense enterprise with the commercial and manufacturing realities of the electronics industry.

Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) are the principal set-aside programs for small business participation in federal research and development funding, yet the requirements for administering and managing these programs have not changed significantly in decades. To keep pace with discovery in science and technology worldwide, DARPA now intends to release SBIR/STTR opportunities on an out-of-cycle basis, separate from the three pre-determined announcements traditionally issued directly through the Department of Defense (DoD). The change is expected to reduce the overall time from opportunity announcement to contract award.

Over the past few decades, DARPA’s Microsystems Technology Office (MTO) has enabled revolutionary advances in electronics materials, devices, and systems, which have provided the United States with unique defense and economic advantages. To continue its path of successful electronics innovation, DARPA today announced a new MTO effort called the Microsystems Exploration program. The Microsystems Exploration program will constitute a series of short-term investments into high-risk, high-reward research focused on technical domains relevant to MTO.
