At the break of dawn on March 13, 2004, 15 vehicles left a starting gate in the desert outside of Barstow, Calif., to make history in the DARPA Grand Challenge, a first-of-its-kind race to foster the development of self-driving ground vehicles. The immediate goal: autonomously navigate a 142-mile course that ran across the desert to Primm, Nev. The longer-term aim was to accelerate development of the technological foundations for autonomous vehicles that could ultimately substitute for men and women in hazardous military operations, such as supply convoys.

Computer security experts from academia, industry and the larger security community have organized themselves into more than 30 teams to compete in DARPA’s Cyber Grand Challenge—a first-of-its-kind tournament designed to speed the development of automated security systems able to defend against cyberattacks as fast as they are launched. DARPA also announced today that it has reached an agreement to hold the 2016 Cyber Grand Challenge final competition in conjunction with DEF CON, one of the largest computer security conferences in the world.

Understanding local languages is essential for effective situational awareness in military operations, and particularly in humanitarian assistance and disaster relief efforts that require immediate and close coordination with local communities. With more than 7,000 languages spoken worldwide, however, the U.S. military frequently encounters languages for which translators are rare and no automated translation capabilities exist. DARPA’s Low Resource Languages for Emergent Incidents (LORELEI) program aims to change this state of affairs by providing real-time essential information in any language to support emergent missions such as humanitarian assistance/disaster relief, peacekeeping and infectious disease response. The program recently awarded Phase 1 contracts to 13 organizations.

Across the United States, 3200 separate organizations own and operate electrical infrastructure. The widely dispersed nature of the nation’s electrical grid and associated control systems has a number of advantages, including a reduced risk that any single accident or attack could create a widespread failure from which it might take weeks to recover. Since the late 1990’s, however, cost pressures have driven the integration of conventional information technologies into these independent industrial control systems, resulting in a grid that is increasingly vulnerable to cyber-attack, either through direct connection to the Internet or via direct interfaces to utility IT systems.

Popular search engines are great at finding answers for point-of-fact questions like the elevation of Mount Everest or current movies running at local theaters. They are not, however, very good at answering what-if or predictive questions—questions that depend on multiple variables, such as “What influences the stock market?” or “What are the major drivers of environmental stability?” In many cases that shortcoming is not for lack of relevant data. Rather, what’s missing are empirical models of complex processes that influence the behavior and impact of those data elements.
