U.S. forces operating in remote, under-governed regions around the world often find that an area’s distinct cultural and societal practices are opaque to outsiders, but are obvious to locals. Commanders can be hindered from making optimal decisions because they lack knowledge of how local socio-economic, political, religious, health, and infrastructure factors interact to shape a specific community.
What is opaque to outsiders is often obvious – even if implicit – to locals. Habitus aims to capture and make local knowledge available to military operators, providing them with an insider view to support decision making.

Dr. Bartlett Russell joined DARPA as a program manager in April of 2019. Her work focuses on understanding the variability of human cognitive and social behavior to enable the decision-maker, improve analytics, and generate autonomous and AI systems that enable human adaptability. Prior to joining DARPA, Russell was a senior program manager and lead of the human systems and autonomy research area in Lockheed Martin’s Advanced Technology Laboratories.

Dr. Fotis Barlos joined DARPA in January 2017 as a program manager in the Strategic Technology Office (STO). Dr. Barlos' interests include data analytics, computational science, and planning technologies.

The Defense Sciences Office (DSO) at the Defense Advanced Research Projects Agency (DARPA) is soliciting innovative research proposals to create self-sustaining, adaptive, generalizable, and scalable methods for generating causal system models based on local knowledge to aid operational decision making.
