DARPA yesterday handed over the Space Surveillance Telescope (SST)—the most sophisticated instrument of its kind ever developed—to U.S. Air Force Space Command at a mountaintop ceremony in New Mexico. The event marked the formal transition of SST from an Agency-led design and construction program to ownership and operation by the Air Force, which has announced plans to operate the telescope in Australia jointly with the Australian government.

Recent technological advances have made the longstanding dream of on-orbit robotic servicing of satellites a near-term possibility. The potential advantages of that unprecedented capability are enormous. Instead of designing their satellites to accommodate the harsh reality that, once launched, their investments could never be repaired or upgraded, satellite owners could use robotic vehicles to physically inspect, assist, and modify their on-orbit assets. That could significantly lower construction and deployment costs while dramatically extending satellite utility, resilience, and reliability.

DARPA’s Tactical Technology Office (TTO) focuses on conceiving, designing, developing, and testing advanced technology platforms that provide U.S. forces with overwhelming tactical and strategic advantage, including vehicles, weapons, and other full-scale, potentially field-deployable systems. Whether designed to operate on the ground, at sea, in the air, in space or across domains, TTO platforms and supporting technologies have a common origin: as innovative ideas generated by program managers (PMs), companies, or individuals.

DARPA has selected The Boeing Company to complete advanced design work for the Agency’s Experimental Spaceplane (XS-1) program, which aims to build and fly the first of an entirely new class of hypersonic aircraft that would bolster national security by providing short-notice, low-cost access to space. The program aims to achieve a capability well out of reach today—launches to low Earth orbit in days, as compared to the months or years of preparation currently needed to get a single satellite on orbit.

“Rules of the road”—widely accepted norms of safety-related behavior based on common understanding—have existed in various forms over the centuries, and have evolved as new technologies have revolutionized how people and vehicles travel. But how are these “rules” created when common understanding of new capabilities is not yet established? This question plays directly into why DARPA has initiated its Consortium for Execution of Rendezvous and Servicing Operations (CONFERS) program, with Phase 1 awarded to a team led by Advanced Technology International (ATI), based in Summerville, S.C.
