In this episode of the Voices from DARPA podcast, Air Force Lt. Col. C. David Lewis, a program manager since 2018 in the agency’s Defense Sciences Office, takes listeners on a tour of the amazingly diverse portfolio of programs he oversees. The foci of these range from the deep math underlying optimization challenges, such as planning complex routes and managing supply chains, to using untapped signals in the atmosphere as indicators of both natural and human activities on the planet’s surface.

DARPA’s Tactical Technology Office is hosting a Proposers Day to provide information to potential applicants on the structure and objectives of the new Urban Reconnaissance through Supervised Autonomy (URSA) program. URSA aims to develop technology to enable autonomous systems operated and supervised by U.S. ground forces to detect hostile forces and establish positive identification of combatants before U.S. troops encounter them. The URSA program seeks to overcome the inherent complexity of the urban environment by combining new knowledge about human behaviors, autonomy algorithms, integrated sensors, multiple sensor modalities, and measurable human responses to discriminate the subtle differences between hostile individuals and noncombatants.

Although available program funds are typically fully allocated at the start of a program, opportunities sometimes arise 12 – 18 months after program kickoff, when phase 1 performance is being assessed. If you have ideas you think may be of interest to a program, this may be a good time to talk to the PM.
