Today's dismounted squads use many different technologies to gather and share information. In many instances, however, these valuable but disparate inputs are not well integrated, leaving squad members without the degree of real-time situational awareness and support for decision-making that warfighters typically experience while on board aircraft and ships and in vehicles.

Urban canyons—with their high vertical structures, tight spaces, and limited lines of sight—constrain military communications, mobility, and tactics in the best of times. These challenges become even more daunting when U.S. forces are in areas they do not control—where they can’t rely on supply chains, infrastructure, and previous knowledge of local conditions and potential threats.

Small unmanned aerial vehicles (UAVs) and other robots have become increasingly affordable, capable, and available to both the U.S. military and adversaries alike. Enabling UAVs and similar assets to perform useful tasks under human supervision—that is, carrying out swarm tactics in concert with human teammates—holds tremendous promise to extend the advantages U.S. warfighters have in field operations.

More than 40 Cadets and Midshipmen from the U.S. Military Academy, the U.S. Naval Academy, and the U.S. Air Force Academy helped expand the capabilities of swarms of highly autonomous unmanned aerial vehicles (UAVs) last month in the Service Academies Swarm Challenge.

DARPA’s OFFensive Swarm-Enabled Tactics (OFFSET) program envisions future small-unit infantry forces using small unmanned aircraft systems (UASs) and/or small unmanned ground systems (UGSs) in swarms of 250 robots or more to accomplish diverse missions in complex urban environments. By leveraging and combining emerging technologies in swarm autonomy and human-swarm teaming, the program seeks to enable rapid development and deployment of breakthrough capabilities to the field.
