Decentralization

The ability to update underlying capabilities in large and massively complex systems inexpensively and quickly is crucial to avoid outdated and inferior electronics. The increasing complexity of our major military systems precludes rapid change so it is essential that we move towards a new model that allows for quick adoption of new and modern electronics.

Today, cost and complexity limit the Navy to fewer weapons systems and platforms, so resources are strained to operate over vast maritime areas. Unmanned systems and sensors are commonly envisioned to fill coverage gaps and deliver action at a distance. However, for all of the advances in sensing, autonomy, and unmanned platforms in recent years, the usefulness of such technology becomes academic when faced with the question, “How do you get the systems there?” DARPA’s Upward Falling Payloads program seeks to address that challenge.

Cost and complexity limit the number of ships and weapon systems the Navy can support in forward operating areas. A natural response is to offset these costs and risks with unmanned and distributed systems. But how do such systems get there in the first place?
The Cross-Domain Maritime Surveillance and Targeting (CDMaST) program seeks to identify and implement architectures consisting of novel combinations of manned and unmanned systems to deny ocean environments to adversaries as a means of projecting power. By exploiting promising new developments in unmanned systems along with emerging long-range weapon systems, the program aims to develop an advanced, integrated undersea and above-sea warfighting capability able to execute long-range attacks against submarines and ships over large contested maritime areas.

Unmanned systems and sensors are commonly envisioned to fill coverage gaps and take action at a distance. However, power and logistics to deliver these systems over vast ocean areas limit their utility. The Upward Falling Payload (UFP) program intends to overcome these barriers.

The goal of the Adapting Cross-domain Kill-webs (ACK) program is to develop an overall framework, algorithms, and software prototypes for decentralized construction and adaption of multi-domain (space, air, land, surface, subsurface, cyber) kill webs – i.e. software decision aids to coordinate the selection of the specific sensors, effectors, and support elements across domains to form kill webs delivering desired effects on targets.
