Dr. Thomas Beutner joined DARPA to serve as deputy director of the Tactical Technology Office (TTO) in January 2018. Prior to coming to the Agency, he served as the head of the Air Warfare and Weapons Science & Technology Department at the Office of Naval Research (ONR). In this role, Beutner was responsible for the Navy’s science and technology investment in aircraft, air, and surface weapons technology programs, and directed energy weapons research. He also served as the Navy’s representative on the Office of the Secretary of Defense (OSD) Reliance Air Platforms Panel.
Beutner entered the Senior Executive Service in February 2010. Between 2010 and 2014, he was the director for the Aerospace Sciences Research Division at ONR. In this position, he served as the senior focal point within ONR for discovery and innovation investments in air platform and weapons research designed to enable enhanced performance, affordability, and reliability for future Navy and Marine Corps air systems and platforms. He also oversaw research and development in the areas of hypersonics, directed energy weapons, rotary wing aerodynamics, energetic materials, autonomous controls and propulsion, and the development of computational and experimental tools for future engineering design efforts.
From 2005 to 2010, Dr. Beutner was a program manager in DARPA’s Tactical Technology Office, where he executed advanced technology aircraft and ship programs, including research regarding laminar flow, oblique flying wings, formation flight, aero-optics integration, submarine-launched UAVs, and hydrodynamic friction drag reduction.
Dr. Beutner earned Master of Arts and a doctorate in aeronautics and astronautics from Stanford University. He also holds a Bachelor of Science in aeronautical engineering from Purdue University.
