Dr. Joeanna Arthur joined DARPA in August 2022 as a program manager in the Biological Technologies Office. Her research interests include operational neuroscience, human performance optimization and predictive analytics, leveraging advances in cognitive and behavioral science.
Prior to coming to DARPA, Arthur served as a senior staff scientist in the Research Directorate’s Analytic Technologies Office at the National Geospatial-Intelligence Agency, where she led a transdisciplinary team of scientists advancing geospatial science, enhancing analytic tradecraft and workflow modernization. She also served as the agency’s human protection director, where she managed the agency’s human subjects research oversight and provided her expertise in operational research, intelligence analysis, ethics and human subjects testing. Prior official assignments include science and technology program director at the Federal Bureau of Investigation, and the lead behavioral research scientist and program manager at the Defense Intelligence Agency, among others.
She has published both classified and unclassified peer-reviewed articles in academic scientific journals and book chapters within her field.
Arthur earned doctorate and master’s degrees in psychology and cognitive neuroscience from The George Washington University; a bachelor’s degree in psychology from Adelphi University; and completed a post-doctoral fellowship in systems neuroscience in the Department of Otolaryngology at The Johns Hopkins University School of Medicine. A recipient of several awards for innovation and leadership, including the 2014 Presidential Early Career Award for Sciences and Engineers from the White House Office of Science and Technology Policy, and the Intelligence Community Seal medallion. Arthur also holds a certificate in Leadership and Management in the Intelligence Community from the National Intelligence University.
