Description

The purpose of Amendment 2 is to make the following changes summarized and detailed below:

1. Page 17, Section III of 4.3.1.1 Volume I, (subparagraph A. only) is replaced in its entirety with the following:

Section III. Detailed Proposal Information

A. Statement of Work (SOW) - In plain English, clearly define the technical tasks/subtasks to be performed, their durations, and dependencies among them. To speed the contracting process and contract administration during the Mitary Networking Protocol program, all SOWs will be unclassified. All information in the SOW must be unclassified. The SOW must contain page breaks before and after that allow it to be pulled, read and handled as a separate document. Insure that the SOW does not contain any classified information that may be present elsewhere in the proposal. The page length for the SOW will be dependent on the amount of the effort. For each task/subtask, provide:

• A general description of the objective (for each defined task/activity);
• A detailed description of the approach to be taken to accomplish each defined task/activity). If the detailed description will be classified, refer to the appropriate section in the technical proposal that describes that activity;
• Identification of the primary organization responsible for task execution (prime, sub, team member, by name, etc.);
• The exit criteria for each task/activity - a product, event or milestone that defines its completion.
• Define all deliverables (reporting, data, reports, software, etc.) to be provided to the Government in support of the proposed research tasks/activities.
• A clear description and cost estimate of the final solution total unit cost should be provided and substantiated.

Note: It is recommended that the SOW be developed so that each Phase of the program is separately defined. Do not include any classified or proprietary information in the SOW.
