Vision:

No other information is of more interest to a commander than the movement of his enemies. In the unfought wars of the late 20th century this movement was thought to be relatively simple: "where are his tanks going?" And the heritage sensors were well-suited to answering that question. In current conflicts a commander is interested in the movement of enemies within a civilian population and therefore tracking systems need to be able to follow any vehicle anywhere.
