In order to submit a proposal to DARPA against an open funding opportunity, a contractor must have accomplished the following tasks:
1) Register in the System for Award Managment (SAM).
2) Have an active DUNS number.
3) Complete Online Representations and Certifications OR Certification for Grants and Cooperative Agreements
